OFFICERS

Elected by, and governing on behalf of the members, PSRC's Officers serve a two year term. The current officers are:


President - Erin Weber 

Erin is the Director of Brand & Community at Envoy Global, a global immigration services provider that makes it seamless for companies to manage their global workforce. A passionate marketer and storyteller, she and her team utilize various digital channels to engage audiences and provide educational resources to help navigate the immigration process. Prior to Envoy Global, Erin held various roles at a boutique content marketing agency based in Chicago.

Erin joined the PSRC Board in 2021 and is also a member of the Portland Relocation Council (PRC) Board and Worldwide ERC®'s Young Professionals (YP) Task Force. Outside of work, she can be found hiking around the PNW with her husband and dog, checking out the Portland food scene and volunteering with the city's many local organizations focused on sustainability and the environment.


Vice President - Felicea Osorio, GMS-T 

Felicea currently serves as Vice President, Strategic Partnerships & Customer Success at 3Sixty, where she is tasked with leading her organization’s global customer service center and driving the success of key client partnerships through strategic planning and operational excellence. Through her 10+ years at 3Sixty, Felicea has served as an active contributor both inside and outside of her organization. Along with earning her Global Mobility Specialist, Talent Management (GMS-T) certification from Worldwide ERC in 2017, Felicea has served on the PSRC board since 2021 and has remained an active member of her own organization’s Environmental Social Governance (ESG) Committee since inception.

As a Washington native Felicea has a deep-rooted passion for the Pacific Northwest, and through that has supported local nonprofit’s such as Tree House and The Noah Center for several years. When she is not focused professional or community driven initiatives, Felicea can be found hiking the North Cascades or kayaking the San Juan’s with her family.


Immediate Past President - Corinne Mossman, CRP, GMS-T, GDS 

Corinne joined John L. Scott Real Estate in 2023 as the company’s Vice President of Business Development and Client Services, covering Washington, Oregon, Idaho and northern California. Corinne serves on multiple industry and non-profit boards, and holds her is a Certified Relocation Professional (CRP), Global Mobility Specialist - Talent Management (GMS-T), and Global Destination Services (GDS) designations. She has served several terms on the Puget Sound Relocation Council board, currently serving as the President. She also serves on the board of trustees for the Worldwide ERC® Foundation for Workforce Mobility, whose vision is to ensure all communities touched by global mobility are actively aware of, inspired by and engaged in the Foundation’s charitable efforts worldwide. Corinne is an active member of Worldwide ERC®, Relocation Directors Council (RDC), Puget Sound Relocation Council (PSRC), and Portland Relocation Council (PRC). She also serves on the advisory council for iUrban Teen, a STEM+Arts education program that brings together underrepresented teens and young adults for career exploration and mentoring.

After studying at Université Laval in Quebec, Corinne earned a Bachelor of Science in Finance and International Business from University of South Florida. In 2015, she personally relocated from Florida to Washington and loves all the Pacific Northwest has to offer. When she is not working, Corinne enjoys traveling, visiting wineries and spending time with her family.


Treasurer - Scott Taylor 

Scott Taylor brings a wealth of expertise to the table as a Senior Manager at EY, where he is a pivotal member of the integrated mobility tax practice. With a keen focus on innovation, Scott is dedicated to assisting companies in crafting robust policies and leveraging cutting-edge technology to facilitate seamless workforce mobility. His approach is characterized by the delivery of pragmatic solutions that ensure tax compliance and effective mitigation of risks. With over a decade of experience in corporate finance and mobility taxation, Scott's proficiency is underscored by a deep understanding of the complexities inherent in global workforce relocation. His insights are informed by a rich background that combines technical knowledge with strategic acumen, making him an invaluable asset to organizations navigating the intricacies of international employee transfers. A proud Army veteran, Scott's commitment to service extends beyond his professional endeavors. He is passionately engaged in initiatives that support the military and veteran community, demonstrating a steadfast dedication to giving back to those who have served. As a member of the Puget Sound Relocation Council board, Scott Taylor is poised to contribute a unique blend of experience, leadership, and unwavering commitment to excellence. His track record of success, coupled with a genuine desire to make a positive impact, positions him well to help guide the council's mission and objectives.


Secretary - Drew Phillips, GMS       

Drew is the Vice President of Sales for RELO Direct, a subsidiary of Leading Real Estate Companies of the World, where he is dedicated to provided best in class consultative relocation and real estate services to his prospects and clients on North America’s West Coast as well as emerging markets in APAC and EMEA. Based in the San Francisco Bay Area, Drew has been in the Real Estate and Relocation industry since 2002 after strategically converting his book of business from the construction industry.

Drew holds the REALTOR designation through his membership with the National Association of Realtors and has served as a member of his local associations Ethics, Political Action, and Membership committees. Drew earned his GMS (Global Mobility Specialist) designation through his membership in Worldwide ERC® (Worldwide Employee Relocation Council) and serves on the Board or as a committee member of many West Coast Regional Relocation Associations along with PSRC, including RMRC (Rocky Mountain Relocation Council) where he serves on the Board as Communications Chair, and BAMM (Bay Area Mobility Management) where he serves as Conference Co-Chair.

Forever looking to grow and give back Drew continues to educate himself in the field of International Business, Trade, and Tax Law and can be found serving philanthropic causes to support Men’s Health and Food Insecurities both locally and globally.

Drew is a proud Husband and Father to four amazing adult children. When not working, giving service to members of the associations he supports, you can find him tightly engaged with his wife in all things, and supporting their children in their endeavors.



Communications Co-Chair - Michael James, CCHP 

Michael is the Vice President of Client Development at Nomad Temporary Housing. He has been a member of the Puget Sound Relocation Council since 2018 and joined the Board of Directors in 2021. Michael has been in the hospitality industry for over a decade and prior to that, he spent most of his career in Finance where he held several positions working for a family-owned community bank. In addition to his involvement in the PSRC, Michael is an active board member of the PRC in Portland. When he isn’t traveling for work, Michael is typically doing home renovations in California with his wife or going on another adventure in their RV.


Communications Co-Chair - Bryan Rivers 

Bryan is the Relocation Banking Program Manager at First Tech Federal Credit Union. He’s responsible for managing a suite of banking and lending products dedicated to US inbound transferees. Bryan has been helping transferees acclimate to the U.S. banking system since 2011. He partners with employers, RMCs, and others in mobility to help those transferees land on “both feet” (financially) as they enter the country.

Bryan’s been a member of PSRC since 2018 and is involved with a handful of regional councils on the west coast. He also volunteers with PRC in Portland. Bryan lives in Northern California with his family and stays busy gardening, cooking outdoors and fishing. He enjoys watching his boys play sports and is a huge fan of the Seattle sound from the 90s.

COMMITTEE CHAIRS


Sponsorship Co-Chair - Justin Dauenhauer    

Justin is the Vice President of Business Development for The Tomlinson Family of Companies. The Tomlinson Family of Companies, is a leading real estate brokerage group with offices in Washington, Montana, and Idaho representing three brands: Century 21, Sotheby’s International Realty and Coldwell Banker. Together The Tomlinson Family of Companies represents 24 real estate offices and over 800 agents.

Before joining The Tomlinson Family of Companies, Justin worked in many fields including customer service, healthcare, and technology. He gained experience in the healthcare field with a focus on client facing roles that allowed him to engage with those in need as well as support the staff and volunteers. Those experiences helped him to adapt to fast-paced business environments and perfect his attention to detail. He moved on to a variety of executive assistant roles that enhanced his technical and marketing skills.

Justin is a member of the LGBTQ+ Real Estate Alliance, is a member of the WERC Young Professionals Taskforce, and is a board member for the American Relocation Alliance. He is a proud military family member who understands the challenges military families face when relocating. Justin graduated from Montana State University with his Bachelor of Science in Business with a concentration in Marketing.

Sponsorship Co-Chair - Carolyn Palafox, CRP, GMS-T 

Carolyn has worked at Rocket Mortgage for over 17 years. She spent 10 years in various banking roles and brought that expertise to her current role on the Business Development Team. Carolyn currently leads the business development efforts for the West Coast, Northwest and Southwest regions. Prior to her career at Rocket Mortgage, she worked in Retail and Banking Management including companies such as The Walt Disney Company, Sephora, Citizen’s Bank and Marshall Fields.

Carolyn is a graduate of Michigan State University where she earned her BA in Criminal Justice and BS in Psychology. She has completed additional relocation training/certifications and designations of the Worldwide Employee Relocation Council®, including Certified Relocation Professional® (CRP®) and Global Mobility Specialist® (GMS-T®).

Carolyn lives in Michigan and surrounds herself with five wonderful children, five grandchildren and five grand puppies. When she isn’t working, you will find Carolyn outdoors, hiking, sailing or conjuring up some grand adventure.


Corporate Co-Chair - Liz Emerson    

Liz has 30 years of US immigration experience.  She is the Program Manager, Global Mobility & Immigration at Slalom, which is a modern consulting firm focused on strategy, technology, and business transformation headquartered in Seattle with 49 offices in 11 countries.  She manages the day-to-day administration of all US immigration matters and is a strategic partner to the business throughout the entire lifecycle of an employee’s immigration processes.  She is also involved in the company’s global expansion efforts by setting up the immigration sponsorship requirements in new markets.

Liz is based in Seattle, WA and is a Pacific Northwest native.  She loves to cook, enjoy a cocktail, read, hike, play board games, and watch reality TV. 


Corporate Co-Chair - Wilaene Gonzalez    

Wilaene has over 10 years of experience in the People and Mobility space. She has been working with Stripe since November 2018 and has contributed to multiple People team roles as a Program Manager, focusing on US Immigration, Recruiting Enablement, and People Operations strategy. Currently, Wilaene is a Talent Mobility Program Manager. In this role, she develops and leads strategy for key mobility programs, including relocation, AMER immigration, and GeoTransfers. She is passionate about leveraging technology to enhance operational efficiency; building scalable processes; and tackling ambiguous emerging workforce trends. Before joining Stripe, Wilaene worked at Fragomen for nearly four years, helping large tech companies hire top talent through immigration sponsorship.

Born and raised in Puerto Rico, Wilaene now lives in Stanwood, WA, where she has made the Pacific Northwest her home. She enjoys hosting family and friends, learning new things, flower arranging, practicing yoga, and dreaming of designing her future garden.




Corporate Membership - Jennifer Fontaine, GMS-T     

Jenn currently is the Senior Global Mobility Analyst at the Bill and Melinda Gates Foundation in Seattle, WA. She has found her passion and spent the last several years of her tenure in Global Mobility, but has a wealth of experience in other functions across HR–particularly in talent, recruitment and HR operations. Jenn supports domestic and international relocation and immigration programs; assignment and secondment processes and remote work programs.

In addition to her work at the foundation, she also serves as the Corporate Membership Chair for Puget Sound Relocation Council; and she is the board secretary for Banchero Disability Partners. In her downtime you can find Jenn volunteering, enjoying the outdoors, crafting, multi-tasking and laughing (you really can hear her from afar!).


Supplier Membership - Alyssa Lammers   

Alyssa Lammers is an Account Executive for Ace Relocation Systems. Ace is a global relocation company that strives to deliver high-quality, personalized relocation experience at every level and during every interaction. Alyssa is passionate about creating strong partnerships and supporting organizations of all types to accomplish their goals. She enjoys being active in the mobility community and connecting with current members while drawing in the next generation of mobility professionals. Prior to joining the Ace team,  Alyssa worked in Talent Acquisition for 7 years in the Tech and Biotech industries.  She received her BA in English from San Diego State University. In her free time Alyssa enjoys traveling, reading, being outside, and cooking.


 



Education Chair - Slaven Crnecki, CRP  

Born and raised in Croatia, Slaven relocated over a dozen times on the U.S. domestic and international scale, allowing him to personally experience the challenges faced by transferring employees and their families. This firsthand experience ignited his passion for improving the relocation journey for employees and enhancing clients’ mobility programs. Slaven serves as the Vice President of Business Development for the West Region at Weichert Workforce Mobility, bringing more than 17 years of personal and professional relocation industry experience. His extensive background allows him to provide global relocation management solutions that result in cost savings, process improvement, regulatory compliance, and superior customer service to prospective clients.





Meeting Chair - Briana Hallsted  

Briana brings in 20+ years of sales and extended stay experience, getting her start with retail favorite Nordstrom and eventually moving into hospitality where she’s worked with various notable hotel brands within their extended stay sectors such as IHG Hotels & Resorts and currently Level Hotel and Furnished Suites.

Briana has also worked in the vacation rental space, opening the Seattle market for Vacasa and Turnkey Vacation Rentals. In her free time, she likes to sail, spend time with her daughter and travel internationally any chance she gets. Briana is a self-proclaimed epicurean with a particular interest in cooking and enjoying fine wine with her close friends.


Social Responsibility - Sofia Marr  

Sofia Marr is the Chief Revenue Officer at CMS Companies, where she oversees the development and implementation of service initiatives that align with the company's vision and high-quality standards. With a background in finance, Sofia has previously worked as an assistant relationship manager at Zions Bank, where she identified client needs, presented appropriate financial solutions, and built long-term beneficial relationships. She holds a Bachelor of Science in Finance from the University of Utah, where she also earned All-American honors for Alpine ski racing. Sofia is passionate about providing world-class customer service and enjoys traveling and spending time with her husband and dog.




Bylaws Chair - Emily Ptak, CRP 

Emily joined Aires in 2011 and is currently serving as an Account Executive with sales and account management responsibilities. She works to find solutions to meet client needs through collaboration, partnership and understanding their culture. Her strategic and knowledgeable consultative approach helps clients meet their mobility goals. In her decade at Aires, Emily has also served as a Mobility Specialist and Sales & Client Relations Coordinator, earning awards for outstanding customer service. Emily holds the Certified Relocation Professional (CRP) designation from Worldwide ERC®.
